This page lists the main texts and sources that frame artificial intelligence on 8 October 2026: the Artificial Intelligence Act of the European Union and its amended timeline, the international instruments, the rules of the United Arab Emirates and of the Asian jurisdictions where My NEO Group is present, the technical standards, the open protocols for AI agents and the public data sources. Each entry gives the official name, the date, the status and a link to the primary source.

## What the law calls an AI system

The Artificial Intelligence Act of the European Union defines an AI system in Article 3(1): a machine-based system that operates with varying levels of autonomy, that may adapt after it is deployed, and that infers from the input it receives how to generate outputs such as predictions, content, recommendations or decisions.

The Recommendation of the OECD on Artificial Intelligence uses a close definition: a machine-based system that infers, from the input it receives, how to generate outputs that can influence physical or virtual environments. The OECD adds that AI systems vary in their autonomy and in their adaptiveness after deployment. The OECD updated this definition on 8 November 2023.

## European Union

The Artificial Intelligence Act is the binding law of the European Union on AI. Its timeline was amended in July 2026.

## Timeline of the Artificial Intelligence Act, as amended

The table gives the dates of application of the Artificial Intelligence Act as published by the European Commission after the amendment of July 2026. Texts written before July 2026 give earlier dates for the high-risk requirements: they are out of date.

- **1 August 2024** - The Artificial Intelligence Act enters into force.
- **2 February 2025** - The prohibited AI practices and the AI literacy obligations apply.
- **2 August 2025** - The governance rules and the obligations for general-purpose AI models apply.
- **2 August 2026** - Most rules apply, including the transparency rules of Article 50. Enforcement by the AI Office and by national authorities starts.
- **2 December 2026** - The prohibitions added by the Digital Omnibus on AI apply. Systems that generate synthetic content and were placed on the market before 2 August 2026 must comply with the marking rule of Article 50(2).
- **2 August 2027** - Each Member State should have at least one AI regulatory sandbox in operation.
- **2 December 2027** - The high-risk requirements apply to the AI systems of Annex III.
- **2 August 2028** - The high-risk requirements apply to AI in the products covered by Annex I.

- **2 December 2026** - The prohibitions added by the Digital Omnibus on AI apply. Systems that generate synthetic content and were placed on the market before 2 August 2026 must comply with the marking rule of Article 50(2).
- **3 May 2027** - Second session of the Global Dialogue on AI Governance of the United Nations, in New York, on 3 and 4 May 2027.
- **21 June 2027** - Geneva AI Summit 2027, on 21 and 22 June 2027.
- **2 August 2027** - Each Member State should have at least one AI regulatory sandbox in operation.
- **2 December 2027** - The high-risk requirements apply to the AI systems of Annex III.
- **2 August 2028** - The high-risk requirements apply to AI in the products covered by Annex I.
